Does the Chrome API let me cast a tab without user interaction?

I’m looking to build a Chrome extension that will run on a schedule, casting a URL to a Chromecast at a specific time of day. It’s important that it can cast a tab without requiring the user to do anything. Is this possible?

Will Google allow my Cast application to play Youtube videos?

I’m working on a hardware remote controller for Google Cast using RFID tags. By swiping the tags i want to play different sorts of media – Youtube videos, stuff on the file system, maybe other third party providers too.

Is this allowed, or will Google prevent me from doing this?

I’d like to know both for personal use and public use. I’d also like to know if i can monetise it.
